All About Bill 9
Maui has been abuzz about proposed Bill 9, which would phase out short-term rental units in apartment-zoned districts.
Here’s an overview of the Bill, as well as the latest update as of October, 2025:
If passed, thousands of short-term rental units on Maui would be phased out in an effort to free up housing for residents. The island is torn on whether the outcome will be as intended, or if it would be hurtful to other homeowners & local businesses; and there is still debate about whether banning short-term rentals would actually result in affordable housing for locals.
As of October 2025, the bill has undergone multiple rounds of testimony from the Planning Commission, as well as multiple rounds of testimony from the County Council, both of which have approved Bill 9.
After both groups pushed the bill forward, a temporary investigative group (TIG) was formed to study the potential effects of the bill - including identifying exemptions & exploring mitigation measures for the affected parties.
Based on the TIG recommendations, which essentially involve creating new hotel-zoned categories in tandem with the bill, the deliberations have been stalled & which created an uncertain timeline for future decision-making.

It’s important to note that if this Bill is approved, the changes will not go into effect for South Maui until January 2031.
